  • 1.  Blending of Custodial and Maintenance Program

    We recently learned our in-house custodial and maintenance program will be blended with the University's central Facilities team effective June 1. Direct responsibility for salaries and expenses will transition to Facilities and the Union will be expected to pay a flat-rate annual fee for services rendered. In effect, we will be internally outsourcing this program to the University's central plant.

    We have been tasked with putting together a memorandum of understanding that addresses custodial and maintenance service expectations in this new environment. Without reinventing the wheel, do any of you have MOUs with your central Facilities plant for these types of services you would be willing to share with us?

    This is the model we have at the University of Houston. Annually we review and sign an SLA (Service Level Agreement) with University Facilities that covers Custodial, Maintenance (and a few other things like Pest control, Elevator service, Waste Removal, Grounds). I have attached them below. Please let me know what questions you have.

    SLA and MOU documents are great to have, especially when they include measurable details like the one Eve posted.  Just remember that these internal documents can be superseded or suspended due to actions or conditions that may not have been anticipated by either party.  Budgetary exigencies, labor agreements, or changes in leadership can override such agreements which are, at the end of the day, based only on the good will and integrity of the participants.  It can help somewhat to have top level administrative approval of the agreement.  While still no absolute guarantee, if the president/chancellor has approved the agreement, there is a sense of enforcement from a higher level and a place to appeal to if the agreement is not kept.  In addition, if there are labor agreements for the workforce providing the services, try to include participation in all contract negotiations in your MOU/SLA.  Most unions/student centers have needs that may not apply to the rest of the campus (like having custodial staff do setups).  Having a seat at the negotiating table can assure that your needs are not bargained away or, if they are, that you are well aware of it.
